Somali Intellectuals Denounce Colonially Incited Tribalism as Reason of Somalia´s Tribulation

In an earlier article entitled ´Freemasonic Conspiracy vs. 4000 Years of Somali History: Targets, Methods of the Anglo-French Elites´ (amongst others: http://www.americanchronicle.com/articles/view/91453), I focused on the external reasons that triggered the calamities suffered and the adversities faced by the Somali Nation in all parts of the Somali homeland, the tyrannized Ogaden, the peremptorily detached Djibouti, the arbitrarily cut off Somali province of Kenya, and the mainland Somalia which was plunged in a 18 years long civil war.
Many have focused on the existing internal reasons of the Somali strife, identifying in forms of tribalism a critical reason for Somalia´s present disarray. This analysis is correct but can bring only small – relatively speaking – results. It mainly helps focus on the details of the current developments in every social cell of the beleaguered nation; it offers pertinent conclusions when the target is to denounce to local wrongdoers.
The Limits of the Anti-tribalist Analysis
The limits of the anti-tribalist analysis are delineated by the fact that the prevalence of the tribal and personal interests in the minds of the corrupt warlords is not the original reason that stands behind the still ongoing fratricidal conflict of Somalia. The rivalries among the numerous – wealthy and well-armed (notice this!) – warlords, gang heads, and sub-tribal chieftains are not an event that started by its own; these enmities did not ensue from the local socioeconomic dynamics. As trait of Somali socio-economic life, these rivalries and clashes do not represent any historical trend throughout the long Islamic ages of the glorious and resplendent Somali sultanates.
This does not mean, on the other hand, that there had never been a tribal rivalry in Somalia; there were many points of conflict and a long series of clashes – that´s true. However, they were always contained and their importance never reached at a national level, threatening the entire Somali Nation.
If the extent of the tribal clashes has been over-magnified over the past 18 years, it´s because these minor tribal conflicts have been maliciously exacerbated and artificially aggravated through many different ways. The malignant actor of the extraordinary deterioration of the pre-existing (but always adroitly contained) tribal clashes and rivalries was the colonial elite of England and France.
For this reason, today´s Somalis will never achieve peace and unity without clearly identifying the authentic perpetrator of the Crime committed against Somalia 1991 – 2009. It is certainly good for every Somali to deploy an effort and attribute to the national Somali interest the due and undisputed prevalence over the personal / tribal gain. It is certainly great for every Somali to denounce the tribalisms practiced here and there throughout Somalia.
But it would be determinant for Somalia´s ultimate pacification and rehabilitation to unite against the foreign colonial enemy, isolate the English and the French diplomacies from any development taking place in Somalia, reject their fallacies and trickeries, and leave their local puppets irreversibly exposed and irrevocably tarnished in front of all the Somalis.
Only when the least important act of the last minor Somali warlord will be viewed by all the Somalis as service offered to the colonial gangsters of the Somali Nation, the Somali tribal Mafia lords will be met with a major setback. This will be the beginning of their end.
I republish here a brief but insightful analysis elaborated by a shrewd Somali commentator, Mr. Nasr Ibn Othman. Patriotic Somali intellectual with very wide interests, Mr. Nasr Ibn Othman, 33, was born in East Africa, grew in North Africa, and was educated in England (Engineering & Mining Industry). Among his cultural interests, the top position is reserved for the Central Asiatic Islamic Art – which represents a perfect reminiscence of the historical Afro-Asiatic interaction and a modern reflection of the socioeconomic – cultural interconnectedness of Eastern Africa and Asia through the land, sea, and desert routes of the Silk, Perfumes and Spices Trade.
In his ´Somalia and the Corrupt 4.5 Formula´, Mr. Nasr Ibn Othman analyzes and castigates the tribal skidding of some of his compatriots. I therefore reproduce it integrally.
Somalia and the Corrupt 4.5 Formula
The purpose of a state is to provide material benefits to the people living under its authority. The state, in order to exist as an independent entity, amongst other things, must possess the ability to enforce its right to security. Any entity that calls itself a government must demonstrate this ability before it can be considered as a legitimate entity. The monstrous TFG of Somalia cannot demonstrate, in any way, that it is the legitimate government of Somalia. Furthermore, the so-called Transitional Federal Charter is an abomination that is wholly inspired by non-Somali actors. The TFG of Somalia, as a concept, represents an affront to Somali culture, and it must never be respected by the people of Somalia.
The TFG of Somalia is a tool, manipulated by the shadowy enemies of the Somali people, for the social fragmentation of the Somali nation along clan lines. The diabolical Transitional Federal Charter states that all Somali political offices must be divided in accordance with the vile 4.5 formula. It is truly astonishing that grown men can seriously entertain the idea of executing state business on such a basis. The disgraceful 4.5 formula is nothing less than an assault upon the dignity of the Somali nation. This dishonourable concept only exists to serve the base interest of the many loathsome clan chauvinists of Somalia, and the Somali people must never succumb to such divisive schemes.
It is clear to me that the clan lineage of any Somali politician is simply irrelevant when one is asked to evaluate the political competence of the individual in question. The clan lineage of a particular Somali politician is about as important as that individual's height or weight with respect to the ability to perform a specific political duty. How has it come to pass that certain people, who claim to be serving the best interests of the Somali nation, can entertain the dreadful idea sharing political power in accordance with the 4.5 formula? The 4.5 formula—if adopted by the people of Somalia—shall surely lead to the dismemberment of the Somali nation.
The Somali nation, like any other nation, cannot afford to prostitute the nature of its national politics by indulging in the promotion of shameful pursuit like political fragmentation along clan lines. The folly of blindly following the wicked men who promote divisive agendas—such as the futile attempt to give legitimacy to the flawed TFG of Somalia by way of foreign military assistance—must be resisted by all Somali people. The TFG of Somalia represents, quite simply, a stain upon the honour of the Somali nation. Over 20,000 helpless Somali civilians have been killed as a result of the illegitimate claims of the TFG of Somalia. And, over 3 million Somali civilians have either been forcibly displaced, within the Somali national territory, or are in acute danger of starving to death as a direct result of the genocidal military aggression launched in the name of the TFG of Somalia.
We, of the honourable Somali nation, must never entertain the idea of supporting a criminal entity, such as the TFG of Somalia, in its quest for political legitimacy. How can the Somali people ever recognise the legitimacy of the TFG after a brutal Ethiopian military intervention has failed to win political legitimacy for the TFG of Somalia? The TFG of Somalia is unable enforce its declared claim to rule the people of Somalia, and everybody is aware of this fact. Therefore, this particularly dishonourable political aberration—the TFG of Somalia—must not be permitted sully the good name of the Somali nation any longer. In statecraft, there can never be such a thing as legitimacy without might, and the TFG of Somalia enjoys neither might nor political legitimacy.

The Ultimate Solution of the Somali Leadership Crisis
Somalia's president said Sunday he has dismissed his prime minister for failing to do his job, a move that could threaten peace efforts in the the violence-ravaged African nation.Almost a year ago after President Yusuf fired ex-Somali Prime Minister Ali Mohamed Gedi who resigned after a long feud with the president, it does seem that the Somalis are back to squire one again. Just last week, Somalia's president dismissed his prime minister for failing to do his job, a move that could threaten peace efforts in our violence-ravaged nation; and the following day, nominated new prime minister. With all these erratic leadership behaviors and other behaviors that preceded Mr. Yusuf (like Siyad Bare, Ali Nafto, and Abdiqasim etc). One must wonder and seek the root cause of all these unstable marriages between Somali president, parliament and prime ministers. The following paragraphs, I will try to make sense or at least explore some of the issues that could be attributed some of the rifts between Somali leaders.

Before and after the Italian colonialism, the Somali nation repeatedly failed to produce a strong leadership in each and every level of its government. Somalis have yet to experience a sincere leader that can rise up and lift its people from ground, like Gandhi, Washington, Dr. King and many others did for their people and nations. The Somali people have been unfortunate to have the opportunity to select their leaders, and no one ever gave them the chance to know the qualities that a good leader should have. Throughout the years, the tragedies that the Somali people have endured, no nation in the world have ever experienced; their problems are known in every corner of the globe. The causes of these problems are also well known in our modern world, which are simply problems associated with leadership. People ask all sorts of questions such as why there is not functioning government for 18 years? Why is there civil war? Who is the president of Somalia? Who can fire whom? Well, all of these questions are real questions that need real answers, and its answers lies between leadership and education.
Throughout the history and the biographies of the world leaders, one can not avoid, but notice that every leader in our history had some form of education, whether elected or selected, and before one becomes a leader one must prepared for it, whether thorough schooling or acquiring leadership skills. Before our prophet Muhammad (PUH) was selected to become a messenger of Allah and to carry out the message of all (the Quran), Allah prepared our prophet and thought him how read and write. The very first ayah in the Quran was called iqra, which simply means read. These indicate the importance of acquiring knowledge before one can act as a leader, if Allah decided to teach the prophet before he is allowed to lead the Muslim umah; what Somali people must do before choosing a leader? One must also be prepared before he allows himself to assume any leadership position. Apparently, Somali leaders fail this critical step, instead of educating or preparing themselves, they devote most of their time building tribal/clan loyalties; which in turn produces leadership conflicts that we are witnessing today. It was Mr. Yusuf who chose Gedi and Nur Adde among other qualified Somalis. Why is the president having difficulty finding right or qualified companion? I would suggest that his tribal loyalties and his own decision making skill’s deficit.
It was couple centuries ago, when the 55 delegates who attended the United States Constitutional Convention were a distinguished body of men who represented a cross section of 18th-century American leadership. They were called the Founding Fathers of the USA, all of these men were not from same tribes or clans, but they all had strong educational background, thirty-five of the Founding Fathers were lawyers or had benefited from legal training, and some had also become judges. They all had a true education and knowledge (an education or a knowledge which freed the minds out of tribalism). Again, this shows how important it is that leaders must posses some form of true education, before or if that leadership is intended to succeed. Specially, very critical stage of forming leadership and constitution for a fertile and fragile nation like Somalia. Obviously, Mr. Yusuf fails to possess this true real education. He is still trapped by the ignorance of tribal loyalties, personal hatred, dishonesties and poor judgments.
I think it is a time that the Somali people to think something different. The Somali public deserve better leadership same as the rest of the world, a well-educated and honest leader who puts his/her individual and tribal interest behind the interest of the nation. Not like dictator, illiterate, militarily oriented, tribally minded or/and uneducated leader like those who created and put the Somali people the continuous suffering and the anarchy. Somalis need a real chance of having knowledgeable leader and parliamentarian; it is unfortunate to see that the Somali public to be represented by a bunch hypocrites with no college education, a bunch that can not knowledgably and civilly hold productive discussions.
Nowhere in the world, there is a selected ex-commerce minister that does not know the meaning of trade, balance sheet, fiscal & monetary polices, and there is no speaker of parliament who has no legal training or background. It is a great tragic that the Somali public and the world leaders are relying on such leaders to build and lead a nation. Such individuals, who could not afford to develop or improve their own brains, could not be expected to lift the Somali nation from the current situation. The importance of education in leadership should not be ignored and before all of these individuals should be elected, Somali public must question leader’s qualifications and their abilities to carry leadership duties, not their tribal affiliations. Women's Human Rights and the Hope of Hillary Clinton

Millions of women heaved a collective sigh of relief with the election of Barack Obama, looking forward to an end to the Bush administration's relentless assault on women's reproductive health and rights.
Now, as we celebrate the 60th anniversary of the Universal Declaration of Human Rights, we've been given more reason to rejoice. The President-elect's nominee for Secretary of State is one of the leading figures in efforts to improve the education, safety, economic opportunity and health care for women around the world.
It's been a very long and destructive eight years. While elsewhere in the world there has been a growing recognition of reproductive rights as human rights, the United States has moved backwards. In the past two years, the United States Supreme Court--with two new Bush justices--issued Gonzales v. Carhart , a decision that Justice Ruth Bader Ginsburg called "alarming," which she said represented antiquated and rejected notions of a woman's place in the family. At the same time, Colombia's highest court ruled that the country's blanket ban of abortion violated women's basic human rights. The Constitutional Court found that protecting reproductive rights is a "direct path to promoting the dignity of all human beings and a step forward in humanity's advancement towards social justice."
Internationally, the Bush administration has undermined decades of global improvements in women's reproductive health and in the recognition of reproductive rights as basic human rights. At the United Nations, in meetings to advance consensus documents supporting reproductive rights and health that were agreed to by the U.S. in the 1990s, U.S. representatives obstructed progress by pushing (ultimately unsuccessful) anti-abortion and abstinence-only agendas. U.S. foreign assistance policy has reflected extreme ideological positions that have ignored the dire need to make family planning more available in developing nations (at least 100 million couples worldwide have an unmet need for family planning), including the denial of $240 million to the United Nations Population Fund and the re-imposition of the Global Gag Rule that bans U.S.-funded family planning groups based overseas from using their own, non-U.S. funds to provide any abortion-related services.
Make no mistake, the way forward needs to go beyond undoing the policies of the previous administration. The Obama administration must work toward a nation and world in which all women are free to decide whether and when to have children, have access to quality reproductive health care, can exercise their choices without coercion or discrimination, and can participate with full dignity as equal members of society. In Hillary Clinton's nomination, President-elect Obama has taken the first step by showing our nation will be represented around the world by a champion of women's human rights.
As first lady and as senator, Senator Clinton has visited more than 80 nations to push for the advancement of women, telling leaders that a country's future is dependent upon the equal standing of its women. She has spoken out strongly against sex trafficking, advocated for comprehensive sex education and supported expanding access to family planning services. And in her celebrated and oft-quoted speech on women's rights at the 1995 United Nations Fourth World Conference on Women in Beijing, she declared it is "no longer acceptable to discuss women's rights as separate from human rights."
Equally important, she understands that the mere recognition of rights is not enough: they must improve the lives and health of women. Senator Clinton has argued that women's ability to own their own choices about their reproductive health and rights has a direct impact on their economic, emotional and physical well-being. With her, the U.S. will have a secretary of state who understands that women's quality of life has an undeniable effect on our destiny as a nation and the future of the world.
On this auspicious anniversary, the United States needs to recommit to the human rights called for by the Declaration and the U.S. Constitution, one of the world's earliest human rights documents. Under the leadership of President-elect Obama and with Senator Clinton as his Secretary of State, the United States has the opportunity to again take the world stage as a leader in promoting women's reproductive health, equality and human rights. With Senator Clinton heading the State Department, we are significantly closer to reproductive rights as an integral part of the department's human rights work. And when our policies accept reproductive rights as fundamental human rights, you can bet I'll be popping the champagne.

Serbian Xenophobia, Racism and Chauvinism Impose Secession and Independence for Voivodina
After many decades of tyranny which took various shapes, the Slovenes, the Croatians, the Bosnians, the Macedonians, the Montenegrins and the Kosovars achieved their national goal of independence and freedom. Unfortunately, the Voivodinians and the Sanjakis still live under Serbian racism and terrorism.
Due to mails from several readers asking about the terminology employed, I want to specify here that the two aforementioned terms do not indicate nations or ethno-religious groups but merely the inhabitants of Voivodina and Sanjak, who in their outright majority passionately desire the removal of the illegal Serbian settlers and the subsequent secession – liberation of their homelands from Serbia, the dictatorial realm of belligerent, rancorous and merciless administrations.
In fact, the pathetic Serbian nationalism, which has permanently been harbored there, is currently rising dangerously again. This is what a devastating HRW Report reveals about the unrepentant Serbia, a medieval and rancorous realm of excruciating tyranny, merciless murder and unfathomable racism that the perfidious French statesmen and diplomats want to help adhere to the EU.
o better illustrate the tragic events that signal further secessions from the Balkan Hell ´Serbia´, I republish the entire HRW Report "Hostages of Tension - Intimidation and Harassment of Ethnic Albanians in Serbia after Kosovo´s Declaration of Independence". Following the publication of the Report´s earlier parts that shed light on the background of the new explosive crisis, the attacks in February 2008 in and outside Vojvodina, and the official stance – response to the events, in the present article, I republish the leading NGO Human Rights Watch´s Recommendations. In forthcoming articles, I will complete and further comment.

To the Government of Serbia
Publicly and unequivocally condemn all instances of inter-ethnic violence and other offenses against minorities;
Investigate and, where necessary, take appropriate disciplinary or legal action against officials suspected of inciting, encouraging, or supporting ethnically motivated violence against people or property;
Fulfill the publicly-given promise and legal obligation to compensate victims of violence whose property was destroyed on the occasion of public protests after Kosovo´s declaration of independence;
Implement programs designed to assist victims of violence, including damage to property. Assistance should include help accessing legal remedies, including financial compensation where eligible and civil claims for damages against perpetrators if they are identified;
Conduct outreach in the areas affected by violence to inform the victims how to purse compensation for damage;
Expand the compensation law to allow for compensation in cases of criminal damage not arising from public protests;
Consider legislation that would allow for the imposition of greater sentences for ethnically aggravated forms of offenses against the person, property, public order, and similar offenses (hate crimes). The ethnically aggravated form of an offense would apply where there is evidence of either a) clear ethnic motivation on the part of the perpetrator in the commission of the offense or b) the demonstration of hostility during the commission of the offense is based on, among other grounds, the victim´s membership (or presumed membership) of an ethnic, religious, or racial group.
To Police in Serbia
Direct officers to take all appropriate preventive and protective measures to protect individuals belonging to minority communities and their property and businesses from attack especially when political events indicate that they may be at heightened risk;
Implement procedures designed to minimize opportunities for attacks once the risk is apparent, including timing shift rotations such that properties under protection are not left unprotected during the shift change;
Thoroughly investigate all violent acts directed against minorities, including destruction of property, in order to identify the perpetrators and where the evidence warrants promptly pass it to district prosecutors to bring criminal charges against them;
Renew investigations into the 2008 acts of violence against minority-owned businesses which took place after Kosovo´s declaration of independence;
Communicate with victims and affected local communities as investigations progress in order to assure the victims of their safety and deter further attacks;
Ensure greater ethnic diversity among the police force to facilitate communication and contacts with all communities in Serbia;
Closely collaborate with investigative judges, misdemeanor judges and prosecutors to ensure adequate follow up on misdemeanors and criminal cases involving minority victims.

Closely collaborate with each other and with the police to ensure that misdemeanors and criminal cases involving minorities are adequately followed up on and the perpetrators identified and prosecuted.
To the European Union
Include the Serbian government´s success in preventing ethnically motivated crimes and, where warranted, prosecuting individuals responsible for them as a benchmark in the Stabilization and Association ratification process and other European Union accession processes;
Support police reform in Serbia to better enable timely and coordinated responses to violence and public disorder, including by facilitating closer cooperation and the exchange of best practices between EU national police forces and the Serbian police.
Support efforts to ensure that the police force adequately reflects Serbia´s ethnic diversity;
Continue to affirm that a multi-ethnic Serbia in which the rights of all inhabitants are respected is one of the principle objectives of the international community.
To the Council of Europe
The Advisory Committee of the Framework Convention on the Protection of National Minorities should visit the areas of the anti-minority violence during its November 3-7, 2008 visit to Serbia. The Advisory Committee should consider issuing a speedy report and recommendations specifically on the investigation into the violence;
Continue pressing the government of Serbia to uphold the standards in the Framework Convention for the Protection of National Minorities.
To the Organization for Security and Cooperation in Europe
The OSCE Mission in Serbia should include monitoring trials of ethnically motivated crimes in its portfolio, and publish its findings.
Monitor incidents of violence against minorities and publish reports documenting them;
Continue visits to Serbia by the OSCE High Commissioner of National Minorities to assess progress in protecting national minorities.
To the United Nations
The Committee on the Elimination of Racial Discrimination, the Human Rights Committee, and the Special Rapporteur on racism should use the next opportunity provided by their respective mandates to take up the issue of ethnically motivated violence in Serbia and make recommendations for steps the authorities should take to effectively address the problem.
The Human Rights Council should use the opportunity of the forthcoming Universal Periodic Review of Serbia to question the authorities about the problem of ethnically motivated violence and their response to it, and make recommendations for steps taken to effectively address it.
