In the present article, I republish a report on the "Ethiopian Airlines" delay in resumption of Somaliland flights due to lack of security, and two editorials that from different viewpoints denounce the Riyaale tyranny, which is expected to be forcefully ousted in the forthcoming elections. More and more Northern Somalis defy Riyaale´s tyranny, expressing their overwhelming rejection of the dictator who betrayed the Somali Nation and remained in power due to Abyssinian support only.

Somaliland Opposition 'Ready for Election' but April 6 is the Deadline for Riyale´s Government

Hargeisa, Somalia Mar 16 (Xaqsoor) - The leading opposition party in the republic of Somaliland has again demanded a caretaker government to rule the region during a two-month transitional period.

Mr. Ahmed Mohamed Silanyo, the presidential candidate for the Kulmiye opposition party, addressed a crowd Monday at the opening of a youth office in Hargeisa, the capital of Somaliland.

"Some people are saying that Kulmiye party is against the election. But Kulmiye is ready for the election this hour, Kulmiye is ready on May 31, but April 6 is the deadline for Riyal'es government," Mr. Silanyo declared, adding: "The dispute is who will rule the country [Somaliland] until the election date."

The Secretary of the ruling UDUB party, Mr. Jama Yasin Farah, told a party gathering in the city of Burao that the Kulmiye party's demands are "unfortunate".

"The people will only accept the constitutional process and I urge Kulmiye [party] to accept the decision reached by the Somaliland election commission," Mr Farah said, while referring to the commission's controversial move to delay the presidential election from March 29 to May 31.

Meanwhile, Somaliland's upper house of parliament, the House of Guurti, voted today to extend its ordinary session by an additional month to help mediate among the political parties.

The political crisis in Somaliland started in April 2008, when President Riyale's constitutional five-year mandate ended. The House of Guurti voted to give the Riyale administration an additional year in office, in a move condemned by the opposition as illegal.

The dispute was later resolved and a new election date was set for March 29, 2009, when Mr. Riyale and Mr. Silanyo were expected to face-off in a presidential race similar to 2003, when Silanyo lost by less than 90 votes.

But the election commission's unilateral decision to delay the election until May 31 has deepened the political dispute, with the Kulmiye party demanding that the two houses of parliament appoint a caretaker government that can lead Somaliland until the election.

There is fear and lack of confidence in the Riyale circle, as many of his diehard supporters left his umbrella, after his clumsy and heavy handed management of his nomination early last month. He lost strong men from two major Isaq clans Habar Awal and Arab. As Habar Jeclo was vehemently in his opposition and as a strong wing of Habar Yonis formed alliance with Habar Jeclo in last week's clan conference in Buroa, it is mathematically impossible for him to succeed in the following election. That analysis is cemented by the fact that Mohamed Asse of Gadabursi clan joined Kulmiye party where they secured Vice President candidacy. On the other hand Habar Arfan of Gadabursi are running for the same position in UCID party.

It has to be noted the deep rooted clan rivalry between Mohamed Asse and Makahiil of Gadabursi. The latter being Riyal's clan. Mohamed Asse dominates elected representatives of Awdal region, as they secured more than half of elected Awdal MPs, despite Riyal's opposition. On top of that the administration's failure in every sector of life and in every region is daily documented in local media. Corruption, inefficiency and lack of qualified personnel in his cabinet cripples his government. With continuous imprisonment and harassment of independent local media staff and his use of feeble Radio Hargeysa as a propaganda machinery backfired, as it reminded the public the era of military dictatorship.

All in all, an overwhelming majority of Somalilanders believe there is no way he can win in a free and fair election. On equal rating they believe he will play every card to postpone election and extend his term by using his agents in the Supereme Court, whose judges are under the control of the presidency. The local population and international community expressed their concern of worsening situation in the Somaliland. Recently there is no day without delegations from the Western Europe and Nothern America.

Ethiopian Airlines Delay in Resumption of Somaliland Flights

The resumption of Ethiopian's flight to Hargeissa, Somaliland has been delayed.

The route to the capital of the semi-autonomous region in northern Somalia was scheduled to re-open in January 2009, after it was suspended in November 2008 following the five suicide bomb attacks on buildings occupied by the government and international agencies.

Leul T. Medhin, Acting Public Relation head of Ethiopian, told Capital the security threat has not yet diminished enough for Ethiopia's national carrier to resume the flight.

Ethiopian is the only large airline which continued to fly to Hargeissa following the collapse of the last stable Somali government, which was led by Mohamed Siad Barre, in 1991.

However, Capital has learnt that Ethiopian is assessing the possibility of flights to Berbera airport instead of Hargeissa.

Somaliland: A Hostage to Rayaale

Rayaale undeniably changed the landscape of clan balance in the equation of who is pro-or contra-secession. He brings many his clan to the fold of secession, of course with notable exception of names like the Samatar brothers, Dr. Ali Bahar, Nur Hirsi Bahal, to name just a few. But at the same time he is part of the apparatus that is indicted to have butchered the residents of Berbera district. As such, his meteoric rise to the highest office has offended the former SNM leaders and their constituents. Whereas his acceptance of secession diversifies the constituents for the cause, his membership of the notorious NSS, a Gestapo organization, that Barre used to purge his critics weakness the moral basis for secession argument.

The Rayaale factor is both an asset as well as a liability in the politics of secession. It gives the secession agenda a multi clan façade (two clans for secession versus three that oppose). In the same vain, Rayaale's ascent to power has discredited the hitherto morally-based argument of the secessionist vision even within the Somali community.

Although this clear contradiction in the body politic of Somaliland slaps in the face the thousand of victims killed in the north by the Barre regime, it is undeniably arguable that Rayaale expanded the constituent base for secession beyond one clan.

Thus, reconciling such internally contradictory phenomenon poses a political conundrum in Somaliland.

Moreover, Hargeysa today is not that much different from the days of Barre. The very notion of Rayaale as the head of Hargeysa, not to mention all the well documented attacks and violations he has so far committed against innocent civilians (like the human rights case of Zamzam Duale, the wanton arrests of journalists, the killing Khadar Dhabar, an innocent man from the minority clans and the failure to prosecute those who murdered him) eroded any sense of morality in Hargaysa. Hargyasa, it may seem, is trying to have its cake and eat it.

To add insult to an injury, during his relatively short reign in Somaliland, Rayaale has reinstituted everything (from run-away corruption to human rights abuse, to placing his old NSS comrades in sensitive positions) that Hargeysa loathed about the Barre regime. Yet, time and again, he has proven to be untouchable and he outfoxed the old guard of the SNM.

With all this baggage, Rayaale can not easily be discarded, or even held responsible, for the crimes committed against humanity in the past or present as charged in a report Rakiya Omar authored for Africa Watch in the late 1980s. Rather, he would stay exactly where he is at least for now and continue dragging and destroying with impunity the entire effort mounted by the secessionists, because touching him would amount to pushing his clan to the unionist side.

Leaders in Hargeysa are well aware of the infamous overnight switch of Rayaale's clan from the unionist camp and their willingness to do the same complete reversal of political migration in the event that anyone threatens their now powerful "son." Despite the inflammatory and condescending bravados that one often hears from hardliners (a case in point is the recent statement by Kahin, an SNM hardliner, that he will chase Rayaale out of the state house by whipping him with his cane – in Somali, Dhangad baan kaga saari madaxtooyada), Rayaale has crafted his political niche that is totally untouchable. In the words of one commentator who requested to remain anonymous, "Rayaale has Hargaysa and Rer-Sheikh Isaxaaq exactly where he wanted them to be."

On his part, Rayaale is the first from his clan who effected global change on his clan's political outlook and caused them migrate, of course there are notable exceptions, from their long held unionist ideology to a more vocal secessionist advocacy. Thus helping rearrange the clan balance where now two clans (Issaq and Gadabursi) support secession and three (Dhulbahante, Warsangali and Issa) oppose it is not a small feat. In political parlance, Rayaale has delivered to the secession camp.

As a well placed resident of Hargeysa told me recently, when it come to the Rayaale factor in the politics of Somaliland, he said "haddaan hadalno waa noo hadal baas, haddaan aamusnana waa afsalax ku dhagayagii," that is to say, as they say in English, "if we do we are damned, and if we don't we are damned too."

Rayaale has permanently dented the moral basis of the secessionist cause. To bank again on Mazrui's rhetorical saying, Somaliland can not live with or without Rayaale and that is its dilemma.

Somaliland – Chronicle of a Death Foretold. Part I

In this new series of articles, I intend to illuminate the unbearable situation in the breakaway and unrecognized pseudo-state of Somaliland that was created as an Abyssinian phalanx on Somali territories in order to destroy the national unity of Somalia, Eastern Africa's most illustrious nation and hereditary enemy of the racist Amharas.

Oldest African Nation in the South of Sudan (the famous 'Ethiopia' of the Ancient Greeks and Romans), Somalia (known as Punt in the 2nd millennium BCE and Azania in the pre-Islamic times) limited to extreme insignificance the tiny and uncivilized realm of the Amhara Abyssinians for many long centuries.

Such trash the Amhara pseudo-Ethiopian king was that even small Muslim states' kings, like the King of Hadiyas, rejected to meet him - and this as late as the 19th century despite, after the Amhara kingdom had managed to survive due to the help of the Portuguese army.

Somali king Ahmad ibn Ibrahim al-Ghazi even invaded and destroyed Gondar, the Amhara capital, forcing the defeated Amharas to err in the rocky mountains beyond for many long years. This explains the hatred of Somalia, which is inhumanly felt by the Abyssinian rancorous gangsters who rule around tyrant Zenawi.

This automatically prohibits the existence of Somaliland, as the Hargeisa gang's docility toward the Amhara and Tigray Abyssinians is not permissible to any Somali, and if occurred exceptionally and momentarily - as in the case of the Riyaale gang -, has to be eliminated at all costs. Few days are left until the elections that will mark the end of the Somaliland tyranny, the rise of Kulmiye party to power, and the inevitable unitary procedure that has always been the dream of all the Somalis.

Hargeisa (somalilandpress) - In a Press Release from the government spokesman, Mr. Said Adani Moge, the government slammed opposition proposal on the removal of the President and replacing him with an Interim administration if the elections are to be postponed. Mr. Adani said there is no such kind in the Somaliland constitution. He argued that this is not a point to gain power and requested the opposition to follow the constitution if they are willing to win the elections.

The main opposition party, Kulmiye said last week that they will not recognize the government after the 29th of March if the elections are postponed. They called the President to step down and leave the Parliament to nominate an interim government that will temporarily lead the country until the elections.

The National Electoral Commission proposed the elections to be postponed for two months to get enough time to sort out the registered voters and to give time for the campaign.

Somaliland Election problems/Interpeace: Friend or Foe?

All indications are that the much anticipated Somaliland election will be postponed once again due to incompetence on the part of the Election Commission which by most observers seems to be unfit and unqualified to do the job.

Their failure is compounded by an administration unwilling or incapable to live up to its commitments to the people and the international community and contribute their portion of the funds necessary to undertake the elections.

In a recent visit to Hargeysa, Donor nations vowed to keep funding the election on the condition that the administration pays their portion of the funds ($1Million S/L -9Million Donor Nations). Anticipating the elections being postponed again due to the late hour and the lack of progress on reconciling the voter registration rolls Donor Nations insisted on full financial transparency and accountability from the administration and the Election Commission before they incur any more expenditure on their part.

This has all the hallmarks of a road well traveled where "something "happens that necessitates postponing the election yet again. The first time it was because we needed to register voters before we could have the elections (after being in office for five years the administration had an epiphany just as the election was to take place), the second time it was because we did not have enough time to register the voters, and yes while we are at it can we please also extend the president´s term long enough to stay in office until after the new election date? And now it is because……you can fill in the blanks;

a) More time is needed to purge the voter registration from duplicate registration.

b) The administration refuses to provide their portion of the funds necessary to hold the election.

c) Donor nations are making accountability a condition to further funds being released.

We are on familiar grounds once again and once again it is time to find a reason why it is not possible to conduct the elections on time and set a new date. The prospect of another crisis is assured, the difference this time is that the Guurti may not want to play ball with the president and grant him another extension.

Attempting to remove the chairman of the Guurti and failing to do so will most likely create a somewhat more hostile environment for the president to get his wishes (another extension) this time. And since the Guurti is the only body under the constitution capable of extending the president´s term, the administration may be in a pickle this time.

Of course this would be a problem if the law actually worked in Somaliland, but since it has been proven in the past that the law is only valid when it is in agreement with the president´s version of what is lawful and what is not, chances are that a new loophole will be created to fix the problem for the presidents and a new paradigm shift will allow him to stay in power until voters get the message that in Somaliland, one man, one vote, one time is the norm.

To add insult to injury it seems to a good number of people that the "help" provided by the Donor nations and administered by Interpeace is at a best a contributing factor to why the elections are constantly being postponed. At worst, Interpeace is enabling an administration that is not too keen in holding elections and giving them the very excuse they need to engage in delay tactics that bring the nation to a boiling crisis, where the alternative is either to keep them in place and extend their hold on power longer or the end of peace and stability as we know it in Somaliland will come to pass as the argument goes.

The difficulties cited by the Election Commission on why interested parties need to accept another election delay and possibly extend the president´s term is that the main server required a new "face recognition" software capable of removing duplicate registrations, and that the main operator was actually in India attempting to resolve the issue remotely. Now without getting into the lunacy of hinging the country´s election to the remote skills of an Indian (no matter how skillful), it is worth noting that if all the bugs are removed and this new software actually does everything that it is supposed to do, it will take this sever to run non stop a minimum of 30 days, 8hours a day of continuous operations before it resolves the problem of identifying duplicate registration. Of course if for whatever reason thirty days are not enough......more time may be required.

Now, the question is why change software and get one which will run much slower, less reliable and more complex than the one which originally came with the system that identified fingerprints? Why allow so many people to game the system and create the need to "clean" the registration rolls at this late hour? Why not start addressing the problem at the regional level before it got compounded into a national one? Is there a process where one can challenge the final result? Who is in charge of that process?

Since Interpeace is in charge of the actual registration process and is also in charge of handling all the ensuing technical issues, perhaps they can explain to the rest of us why they allowed this many problems to go unresolved for so long and bring the country back to the brink once again. It is one thing to improve the system, it is totally another when one makes perfect the enemy of good and the cure ends up killing the patient.

Somaliland conducted three successful elections without a single delay in any of them, now that we have Interpeace in the mix , elections are turning into something akin to mission impossible, and no one can say with much confidence when or whether election will come to be in Somaliland.

They say that the road to Hell is paved with good intention and it is time that Donor nations remind Interpeace that they are supposed to help the process, not hinder it and to get out of the way and allow people to vote and bring democracy back to Somaliland. Requiring one to pass a facial recognition software with a yet to be determined accuracy level before one is allowed to vote is simply outrageous.

Hargeisa, 25 February 2009 (Somalilandpress) — A man of Somali national has reportedly disappeared and his relatives have been searching for him for the past few days.

The man is believed to come from the Somali state of Ethiopia and came to Somaliland to seek asylum due to government´s actions against Somalis in the Ogaden region of Ethiopia.

The United Nation for refugees based in Hargeisa have joined in the search for the missing man.

Many people in Hargeisa suspect the man was kidnapped by Somaliland Intelligence and was handed to the Ethiopian regime - this is not the first time the Somaliland government was accused of handing over refugees from the Ogaden region to the Ethiopian government.

Hargeisa (somalilandpress) - Two persons were killed and around four others were wounded in a land dispute between two sub-clans in Buqdhada, Gebily district. This was a result of a brief fire exchangebetween members of the two sides yesterday.

Police forces were sent to the area to tackle to situation before it escalates and the traditional leaders of the two sides are initiating a dialogue to solve the problem.Land disputes are common in Somaliland whether in the cities or outside the urban areas where farmers argue over a piece of land. There is a strict law on the land ownership and disputes in the government level but the Somaliland parliament have been discussing a new law in the past few months.

In an alarming warning addressed to the UK authorities, and issued on the occasion of the visit of Riyaale, the illegitimate "president" of the illegal country Somaliland, in Britain, the Northern Somali Unionist Movement (NSUM) makes state of the dangers ensuing from the prolongation of the existence of the lawless realm that proved to be the focus of evil in Somalia. Promoting Islamic terrorism in close cooperation with the Abyssinian dictator Zenawi, ruling based on a small gang of tribal thugs, and provocatively demanding international recognition, Riyaale is the main problem in the path of Somalia´s pacification, reunification and rehabilitation.

That´s why all the democratic countries of the world must make a point of preventing the Somaliland dictator from entering their territories. Those bitter misgivings have been revived as Britain, taking advantage of the collapse of the Somali government in 1991, has been engaged in new conspiracies against Somalis, this time scheming to breaking up Somalia into its former pre-independence two constituents. Such anxieties are not groundless in the face of mounting evidence all around us. Some sections of the British Parliament and even some members of the government have been openly encouraging the breakaway of the one-clan driven secession calling itself Somaliland while others have been surreptitiously lobbying for its recognition. It is against this background that the self-styled President of the enclave is making an official trip to Britain this week, to be received like a visiting head of a state. According to reliable reports, he is to meet, among others, David Miliband, the British Foreign Minister, and some pro-Somaliland parliamentarians.

The British establishment seems to have closed its eyes and ears to the facts and instead chose to suck up to the propaganda of the secessionist enclave and swallow its mendacious claim that all the other clans in former British Somaliland are part of the secession. As the rest of Somalis know, and most of the international community, only the secessionist clan, among the five clans in this region, is supportive of Somalia´s break-up. The rest of the clans and their population, with few exceptions are against the secession. Certainly, the regions that the Northern Somali Unionist Movement (NSUM) represent, namely Sool, Sanaag and Cayn, (SSC), whose population and geographical area represent roughly a third and half respectively of former British Somaliland, have nothing to do with the secession and maintain their inalienable right to remain in Somalia.
The usually well-informed Economist newspaper, no doubt relying on credible British Government sources, speaks this week of a possible recognition of the secessionist enclave should the forthcoming election take place peacefully. Many Somalis believe that Britain and the USA have been pressing some of their pliant African government protégés to recognize Somaliland should a propitious opportunity presents itself that would also pave the way for some Western governments, such as Britain to follow suit. Somaliland has been relentlessly hawking its strategic value to the West as a quid pro quo for its recognition. Having fallen for this irresistible offer, both governments, Britain and the USA, seem ready to prize the area from Somalia regardless of the damage they inflict on Somalia´s unity and territorial integrity.

No one should be under any illusion that if Somaliland´s recognition ever materializes, it would usher the biggest blunder that the USA and its allies have committed in Somalia. They had been so wrong about Somalia in the past, in particular the USA, and they will be wrong again if they think the Somalis will passively submit to the dismemberment of their country. Western governments may calculate that Somalia has a government only in name but not in office and hence can afford to take liberty with the destiny of the nation for their own ends. They are certainly right about their perception of successive self-serving, dummy Somali governments, cobbled together in foreign countries, whose members are preoccupied with their own personal pecuniary pursuits and the interest of their foreign backers or paymasters. But Britain and the West would be wrong about the Somali people and their response to this crime against their country. They made a similar miscalculation in supporting the Ethiopian invasion of Somalia two years ago and they seem not to have learned the right lesson.

The religious/nationalist backlash to this conspiracy against Somalia would eclipse the nation-wide opposition to the Ethiopian occupation. The recent Al-Shabaab suicide bombings in Somaliland are a harbinger of what is to come. This folly would only radicalize the Somalis and present Al-Shabaab a God-sent opportunity to galvanize its Jihaad against what it sees as the enemy of Somalia and Islam. It would be assured of immediate and limitless adherents and followers to its cause. Better not play with fire in Somalia less an unintended conflagration engulfs the Horn along ethnic and religious lines. And beyond the region, the rest of Africa is equally vulnerable to the Pandora Box that would open pursuant to Somaliland´s recognition. Every dissident region or clan in Africa would follow Somaliland´s example. It is for this reason that the African Union is deadly against secession. Honourable Minister, David Miliband, would do well to reflect on these dire consequences and not allow himself carried away by that old colonial instinct of divide and rule.

The Diaspora from Sool, Sanaag and Cayn (SSC)

Bearing in mind the precarious situation that has prevailed in Somalia since the collapse of the central government in 1990;Cognizant of the particular crisis in the North Western region of Somalia in which one clan had unilaterally declared the secession of the region from Somalia, and calling itself Somaliland (the former colonial name of the area);
Taking into account the invasion and occupation of Sool region of Somalia and its capital Lascanod on 15 October 2007 by the one-clan based secessionist enclave in the misguided belief that this would enhance their prospects for international recognition;
Responding to the declaration of the Garads (chiefs and traditional leaders) from Sool, Sanaag and Cayn (SSC) regions of Somalia at their conference at Boame town, Sool region of , Somalia on November 2007 in which they called for the liberation of Sool from the secessionists and the defence of Somali unity;
In the light of the above, and effectively from the date carried by this announcement, the people from the SSC regions of Northern Somalia have established the Northern Somali Unionist Movement (NSUM), an umbrella organisation that will represent them and all the Diaspora organisations belonging to these regions.

The NSUM, whose members are drawn from SSC regions of Northern Somalia, but not exclusively, is mandated to inter alia pursue the following objectives:Defend Somali unity at the international, interregional, and national levels and counter secession and other threats to Somali unity particularly in the NW region where one clan has declared secession from Somalia: Promote peace within the SSC regions and with other neighbouring clans: Promote the unity of the people in the SSC regions, strengthen the traditional institutions and assist in conflict prevention and resolution,
Through relevant information dissemination, enhance the awareness of the people in the SSC regions on critical matters relating to their welfare such peace, health, education and good neighbourliness with other regions; Promote good governance, democracy, human rights and the rule of law at the SSC and national levels ; Promote the socio-economic and political development of the SSC regions in collaboration with development partners at the national and international level.
In pursuing the above-mentioned objectives, the NSUM is to work closely with other partners, in the quest for peace, unity, and development in the SSC regions and the wider Somalia, such as such as the central government and its organs and institutions, foreign governments, international and regional aid agencies, and international and other national NGOs.'Northern

The worldwide financial and economic crisis proved to be a propitious event for Somalia – thus far.

RIYAALE'S ARRIVAL AT LONDON WITHOUT PRTOCOL

Riyaale arrived London when he travelled from Hargeysa in early morning and undeclared depature. The people in Hargeysa were told his journey after 3 hours from his departure, even his spokesman was not told. Just 3 days ago, his spokesman denayed the news of his journey which was told to the Kulmiye foreign affairs representative Dr. Mohamed Omer.

With the same secrecy he arrived at London. THe Official representative of Somaliland was not told. Riyale was received at the airport by his deputy Mr. Tukaale who is also his cousin and Junior Clerk Mr. Abdifatah. This time he is hidding from all. He is accompanied by his wife, his only son in Hargeysa and the Foreign Minister whose visits his family in London.Just like last year he is running from the constitutional crisis he created.

That shows how irresponsible he is. When leaders spent their time in solving burning national issues, he runs from it. That was what is told by the Vice President to the cabinet yesterday morning. " He behaves like foreigner. When ever he puts Somaliland house on fire, he disappears. He took everything and ready to stay out if things turn worse. Let us not give that chance." Mr. Ahmed Yasin said.

With this two pictures released by his staff, we can learn alot. He is hiding and Somalilanders in U.K had enough of him. It shows his paranoi that he even cannot trust his own Representative, he rathers depends on his own cousin Mr. Tukaale. His posture tell his lack of etiquette, lack of ethics and his low self-esteem... it tell more that we rather leave to the viewers.

Print Article Dr. Muhammad Shamsaddin Megalommatis October 02, 2008 Following the social and political decomposition of the erratic pseudo-state of Somaliland, formed under Abyssinian ('Ethiopian') guidance and colonialist anti-Somali involvement, the illegitimate local puppet of the Abyssinian tyrant Zenawi, 'president' Riyale, thought opportune to travel abroad in order to boost his image of shameful tribal thug, murderous tyrant, and ridiculous puppet of the Abyssinians.
What this silly and burlesque type of thug forgot is that Paris is not Addis Ababa (as Finfinnee, the Oromo capital, is named in the tyrannical realm of Abyssinia) where Riyale travels to posture as president when he is among those whom he serves as a shameful puppet. In fact, only the hotel receptionists were ready to meet this comical visitor whose budget was made entirely out of money stolen from the Northern Somalis who - tyrannized by Riyale's militias - passionately desire peace to prevail in the Somali South, and the Islamic Somali patriots to enter Hargeysa.
In my earlier article 'Somaliland - the Clowns of the Lost Recognition, and their End' (http://www.americanchronicle.com/articles/61550), I wrote the following:
"It was just a myth; that of a part of Somali territory being calm and ´still´ functioning as a state. The myth was enhanced by narratives about the peaceful image of Berbera, the illegal harbour of the permanently anti-Somali Abyssinians in … Somalia.
The myth sounded logical; many believed that some Somalis wished to keep their lives far from the Mogadishu troubles. It could be true.
The myth was enriched with reconfirmations, justifications and explanations based on historical events. Northwestern Somalia had indeed crossed difficult times during the Siyad Barre presidency in the 80s.
Then, the myth started being transformed into an anecdote. If peace is preserved in Hargeysa, during the Civil Strife in the Somali South, why does the precarious and unrecognized state of Somaliland demand international recognition? Why on earth can´t the Hargeysa authorities discuss with the other Somalis, why can´t they help set up an all-Somali conference where everything will be discussed and a compromise will be reached in order to let all cohabitate under a re-unified Somalia?
As questions started arising about the possible intentions of the Hargeysa administrators (do not call them ministers or president, if you please!), the Somaliland anecdote turned out to be the Hargeysa comedy. Treacherously elected gang members went on with declarations of divisiveness and discord. Because of having been mistreated by someone who is not alive and whose collaborators can be retraced today throughout Somalia, among all parts, territories and parties, the Hargeysa clowns ´decided´ that the prefab ´Somaliland´ should go alone, and embarked on an all-consuming, unrealistic, heart-breaking, quixotic, and definitely un-Somali effort to obtain an otherwise impossible recognition.
The so-called Hargeysa ministers became the Clowns of the Lost Recognition, and every foreign visitor who happened to belong to an elected or unelected government was portrayed as herald of Somaliland´s recognition. But the recognition never came! Even worse, those who promised help did not deliver, and this happened despite the facilities offered to them.
We talk of course about the traditional, historical, and vicious enemies of Somalia, the Abyssinians; they promised help, if offered facilities at the Berbera harbour. What would become of Abyssinia, fallaciously re-baptized Ethiopia, if Somaliland closed it borders or asked the same high customs duties as those demanded at the Djibouti harbour? Yet, the Abyssinian allies of the Hargeysa ignorant, inexperienced and panicked rulers have a local liaison office at Hargeysa that they don´t dare promote to the level of consulate or embassy, as it would signify direct recognition of Somaliland. Why? The reason is simple; if they do so, they may eventually influence other countries in doing so. This does not correspond to the real interests of the Neo-Nazi Abyssinian gangsters around the Tigray tyrant Meles Zenawi; if this happened, they would lose all the leverage they have been exercising over Hargeysa. The Hargeysa clowns are therefore constrained to play in a tragedy".
The tragedy of Riyale, besotted pilgrim in an indifferent capital where he counts less than the local cockroaches, was plainly revealed in an article written by a Northern Somali. Hargeisa (Observer): Without much fanfare or explanation President Riyale departed for Europe last week. His first stop Paris. But even his envoy to France, Mohamoud Salah Nur, was not aware of his plans. Sources close to the presidency say that Mr. Nur was told of the trip just 2 nights before departure. He could not go with the President because his visa had expired, but reports indicate that he was able to join the delegation for some of his end of visit meetings after French Embassy in Djibouti expedited his travel. The President´s Foreign Minister, had also been scheduled to go to London and apparently was left out of this important trip.
In the meantime, the two top leaders of the House of Representatives have been on a never ending overseas junket. We do not know at whose expenses, but we certainly know they were not doing the job they are being paid to do. Just this month, Chairman Abdirahman Mohamed Irro and Deputy-Chairman Sheikh Abdilasis Samale first traveled to Nairobi, came back for just two days, only to embark on a European tour of their own. By some accounts, they may have spent more time on these trips then at the House of Representatives. The two parliamentarians almost always send back press reports of their meetings with the international diplomatic corps as well as senior government officials in the countries they visit. But they were not elected for that job.

They were elected to lead the legislature and the legislature is clearly floundering. No sessions of consequences have been held at the Parliament for more than a year now. Moreover, on these foreign trips, the Observer was told by reliable sources, that they never receive briefings or guidance from the Ministry of Foreign Affairs. No one knows whether their discussions with foreign diplomats supports or diminishes our own government´s doctrine and strategy (if there are any). They are literally running a foreign policy of their own. At the time the President was meeting with French officials, Chairman Irro sent out press releases indicating Norway to be Somaliland´s best friend in Europe. Benign statement perhaps, but it is certain that nothing was coordinated between the two delegations.
On Wednesday, the President left France for Germany. French journalists contacted by the Observer say not much has happened in Paris. He was not officially received. No meeting with

President Sarkozy, but only with Bruno Joubert, Elysee Palace´s Africa Adviser. There is no Foccart anymore at the Elysee and in any case, the Africa adviser usually concerns himself with former French colonies. At the Quai d´Orsay, the President could not secure a meeting with Foreign Minister Bernard Kouchner, who does know something about Somaliland´s struggle nor with Deputy Foreign Minister who certainly knows a lot about Africa. The Presidents team could only manage a meeting with Mr. Jean de Gliniasty, the Director for Africa and the Indian Ocean Islands at the Ministry. All told, the same level of meetings other Somaliland dignitaries already had with French authorities.

The President did not even bother to meet with the energetic Somaliland community in France. No side trips to Lyons, the hub of the Somaliland Community in France, which is just a one-hour ride on the very comfortable TGV.

Discord among Somaliland´s Elite, as Outcry Rises against the Scandalous Huda Barkhad

What happens if the Vice President of a country has lost his own faith in the country that he has been appointed to serve?
The answer to this question is very simple; soon after, the country gets disintegrated.
This will soon happen to the calamitous pseudo-country ´Somaliland´ that betrayed all Northern Somalis´ rightful desire for peace, progress and national pride.

What else can be expected from a devious country that turned out to be the Somali History´s most shameful abnegation and the worst sample of servility toward the vicious enemies of Somalia, the Amhara and Tigray Monophysitic (Tewahedo: heretic) Abyssinians?
I republish here two reports that highlight the disintegration of social, political and moral order in the unrecognized Mafia-ruled pseudo-state of Somaliland. The Driver of Huda Barkhad Whisked To Hospital In Critical Condition

London, 15 August 2008, (Somaliland Today)- The former head of the presidential transport and personal driver of the president´s wife, Abshir Hassan Hashi, who was languishing behind bars in Mandera central prison for the last three months, was rushed to Hargeisa General Hospital in critical condition last night.

Mr. Abshir who is a member of the KULMIYE central committee, the leading Somaliland opposition party, was arrested by Somaliland security forces three months ago. He was subsequently sent to Mandera central prison without being brought to trial before a court of law.
Mr. Abshir who remains in a special ward allocated for Somaliland Custodial Corps is chained to his bed by his feet and is guarded by three armed policemen.
A reporter from the Somali language daily, Geeska Afrika (Horn of Africa) who visited Mr. Abshir at his solitary confinement ward in Hospital has seen that the inmate was not in good physical health and psychological well being.
Mr. Abshir told the reporter that his health had rapidly deteriorated and argued that he was not brought to trial until now but nonetheless was sentenced to two year´s imprisonment by the so-called National Security Committee- an unconstitutional extra-judicial body that operates throughout the country.
" Last night around 12:00 o´clock, I vomited a thick and sticky blood, which splattered out and smeared all over my loincloth [sarong] and bed sheet. I reported the matter to the prison guard, who, in turn, informed his superior. The prison commander, having seen the seriousness of my condition, rushed me to Hargeisa General Hospital," said Abshir to the reporter. " I was brought over here [Hargeisa] this morning at 7.00am and as you can see, my body is swollen all over and I remain chained to my bed".
" I was never brought to trial to which I am rightfully entitled as a citizen. It was only very recently that the prison commander informed me that I was sentenced to two year´s imprisonment by the so-called National Security Committee even though no one had ever spoken to me about this. I have yet to see any papers relating to my imprisonment although I was held in prison for the last three months" added Abshir.

Somaliland Vice President paints bleak future for Somalia’s secessionist entity

In a candid conversation with Diasporas Somalilanders the Vice-President of the self-declared Somaliland Republic painted a bleak picture of the economic and political crisis facing Somalia’s secessionists’ enclave. He shared with the audience, apparently in confidence, that he is in complete disagreement with President Riyaale with how the government handled the controversial issue of exporting livestock from the enclave.
On August 3, 2008 I was invited, I believe by mistake, to participate in a Tele-Conference organized by Somaliland American Council http://www.somalilandamerican.com/index.html, a Washington-based Ad Hoc group dedicated to the lobbying for the recognition of Somaliland as a State independent from Somalia.

The subject of the conference was "Current Situation in Somaliland’ and the Keynote Speaker was Ahmed Yusuf Yassin, Somaliland Vice President.
The following are the highlights of the Vice President presentations to an audience he believed was solely made up of the core constituency of the "Somaliland" Project.

On the controversy over giving exclusive rights to a Saudi national to export livestock from the country, the Vice President stated that he is not in agreement with President Riyaale to give monopoly to a foreign national to export our livestock. However, in order for a free market to take effect for the export of livestock from Berbera we are required to come up with 3 million dollar deposit as a guarantee that the live stock is free from Rift Valley disease. The government does not have that can kind of money neither the business community.
Responding to a pre-submitted question on the Somaliland Constitution and how it relates to the controversy surrounding the export of livestock, the Vice President said that the Constitution was written 10 ago in English by a Sudanese constitution expert. No one is able to translate it into Somali. Therefore, neither "the President or myself know what is in the Constitution." "We need you, guys in the Diasporas, to translate this import document."
In concluding his speech, the Vice President, who is in Burco, stated that the only good news I have for you is that we succeeded in our long campaign to capture Las Anod. The key element in this campaign was, in advance of our militia invasion of Sool in 2007, we quietly and clandestinely sent dozens of former convicts, trained by our Ethiopian allies, to infiltrate the Sool communities in Adhi Cadey and Yagori. They settled and married from the community while all along providing intelligence and recruiting local collaborators.

The Vice-President added that they will continue following the same strategy in completing the occupation of Sool. At one point the Vice-President was interrupted by the Tele-conference Moderator who opinioned that we learned this strategy from our Protectors, the British, and thank God it is working! Laga Baray-ba; Laga Badi !!
Also the Vice-President reminded time and again during his presentation that the Ethiopians are our friends and that you, meaning the Diasporas Somalilanders, not to listen to those who malign Ethiopia. He also praised and thanked international NGOs. He said without them Somaliland can not survive for a day. So every Somalilander overseas should try his best to bring one NGO.
As a staunch defender of Somali Unity in spite of our current tragedy, this is the first time I participated in a "Somaliland" meeting whether by telephone or in person. I was flabbergasted by the contrast between Ahmed Yassin’s honest briefing on "Somaliland" current situation and the deafening boasts and naked propaganda of Diasporas Somalilanders that their ’country’ is peaceful, booming, and it is destined to be an international tourist destination. For a country that can not afford to come up with a 3 million dollar deposit, what do you expect the condition of the average Somali in Hargeisa and Burco?

Another question that comes to mind isn’t the Vice-President a member of the Somaliland Government? During his presentation he time and again spoke in the plural ’We’. "We are against the Government handling the livestock issue." Does the ’We’ refer to a sub-constituency in Somaliland that Ahmed Yusuf Yassin is a member but not President Riyale?

The Vice-President should be commended for his candor. He is popularly known in Somaliland as "WayDhaqaaq’day!", meaning "Somaliland is on the Move". It is a popular phrase he uses when addressing the masses on public events. But based on his presentation on August 3, 2008, it seems Somaliland "May Dhaqaa’qin.". Somaliland is not moving. On the contrary Somaliland is "stagnant" in a cesspool of dysfunctional governance that is plagued by crude divisive clanism and corruption.
In conclusion I wish to thank Somalilander Americans for organizing an open forum for all those interested in the affair of "Somaliland". It was a learning and interesting experience.

Somaliland Vice President paints bleak future for Somalia's secessionist entity
"This Constitution is in English and I can't read or write English"
In a candid conversation with Diasporas Somalilanders the Vice-President of the self-declared Somaliland Republic painted a bleak picture of the economic and political crisis facing Somalia's secessionists' enclave. He shared with the audience, apparently in confidence, that he is in complete disagreement with President Riyaale with how the government handled the controversial issue of exporting livestock from the enclave.
On August 3, 2008 I was invited, I believe by mistake, to participate in a Tele-Conference organized by Somaliland American Council http://www.somalilandamerican.com/index.html, a Washington-based Ad Hoc group dedicated to the lobbying for the recognition of Somaliland as a State independent from Somalia. The subject of the conference was "Current Situation in Somaliland' and the Keynote Speaker was Ahmed Yusuf Yassin, Somaliland Vice President.

The cloak-and-daggers boys of Somaliland have a sharp eye for what
they perceive as the enemy of the nation. Synlayo, Ina Xashi, Gabosse
or anyone else with SNM antecedents are allegedly destroying
Somaliland's long march to recognition. They even dismiss Qaran's good
old-fashioned political activism as terrorism to cash in on America's
one-dimensional foreign policy. One reason: Ina Riyale, a tinpot
dictator from tiny and obscure Quulul Jeed, is surrounded by
sycophants frightened to give him reality checks about Somaliland's
political situation.

The irony is that many former NSS hit men are pointing fingers at
yesterday's mujahidins. Once again, Somalilanders have found
themselves growing increasingly angry at the absurdity of these
allegations, most are not overimpressed with Udub late remarks. Look
no further. Riyal's recent declaration of war before the two Houses
shows the autocratic shift in Somaliland political system. Riyal's
speech was full of blahs (with a dose of anti-Semitism) and committed
a very well known astronomer fallacy. Astronomers draw lines all over
the universe and as soon as a new star is discovered, they claim
copyright. Our Colonel claims he is behind every single project in
Somaliland, just like the grandiose self-delusion of the addict.

Somaliland's little boy from Quulul Jeed confuses also political
gimmicks with legal and legitimate arguments. For example, as of 15 of
May, the opposition parties did not recognize the political legitimacy
of the government. Rightly so. On the 15 th, Ryale's regime was
neither legal nor legitimate. Not legal because the extension was
based on a dubious decision by the atavistic Guurti. Not legitimate
because the extension was not based on consensus and compromise, but
on the Guurti unilateralism. This recent political behavior has
triggered, among sensible individuals, a fresh argument about the role
and the place of the Guurti. Somalilanders feel also that Riyal seems
to have entrenched himself politically and will be difficult to move,
for he controls the Supreme Court, the Guurti, the tools of oppression
(the army, the police and the so-called Nabad Sugiid) and close to 70%
of local governments.

Somalilanders sense this drift towards totalitarianism because over
the years they have demonstrated certain prescience in detecting
Ubu-like tendencies.
Our Colonel has his serie B ideologists defending him. Browse any
pro-regime web site - particularly Awdalnews and Qaraannews - and you
will see how today's writers stifle people's conscience. Long time
Faqaash supporters such as the 3 stooges – Ina Sulub, Ciiro and Cawil,
born again Somalilanders who were chosen for their capacity to stir up
old wounds and to manufacture consent - squabble day and night about
SNM's political heritage. They attack Gabose's origins. They put a
know-it-all face and became convenient revisionists who spend most of
their time exploiting 1994, the year of our minor civil war. They're
deliberately trying to erase SNM's heritage to balm their guilt and
past political choices. Let's check our historical facts: of the 33 or
so of Somaliland's peace and reconciliation conferences, 22 were
organized under the auspices of the SNM. Considering the mayhem and
the total destruction of our cities by the Faqaash, it was quite an
extraordinary achievement. And am not even counting the political
genius of the SNM in crafting our political system (our bicameral
system was invented during the struggle) So Mr. President, we know you
are the only person in Somaliland and beyond who reads our
constitution, but you should stop saying nothing happened before ina
Cigal. Quite frankly, Mr. President you are too good for your boots.
There is nothing anybody can do if, in the 80's, you and your 3
stooges were the main collaborators of syad's fascist regime. You are
not alone because the wheels of herd mentality are in motion, a
flashback from the 80's when this click was supporting Syad's fascist
regime. Once a collaborator always a collaborator, I suppose. People
could expect political blunders from the 3 stooges and their lack of
historical perspective is understandable, but not from Dr Mahamud
Tani, one of Somaliland's historical figures.

Dr. Tani's faulty parallelisms and historical falsifications show his
one-sided stand and clearly reveal Udub's disingenuous attitude
towards our young democratic polity. Tani brandishes the French
Resistance as a model, but he forgets that most collaborators were
killed within few days of the liberation. Anything goes to keep his
inadeero in power. Tani and his NSS ideologues portray virtually any
historical fact/fiction as a relevant political issue. This new breed
of gulwadee uses Synlayo's political history, imagined or real, as the
main culprit of today's social ills while hiding Riyal's infamous
obscure past during his NSS years when he was involved in SS style
repressions.
Evidently, Dr. Tani has lately identified himself with his former
prison guards, suffering from a clear case of Holocaust Syndrome where
victims cooperate with their oppressors. Dr Tani, for obvious reason,
is watching and backing the stooges rolling back Somalilnders'
fundamental rights and destroying the SNM political experience in the
name of untold politics of pardon. For the train eye, Tani seems to be
as blind as ever, loosing even his two cents grip on reality and
blasting away at friends and foe alike. An act of a lost innocence? I
sincerely doubt it, because Tani and his UDUB Inc. (Tani's adeero is
one of the main figures in Ryale's cabinet) constantly recycle
reactionary ideas and political clichés to belittle anyone who tries
to articulate an oppositional discourse.

Taken as a whole, UDUB's basic message is that servitude is essential
for our political space. We are told that political bondage and cult
of personality are not as remotely as important as defending noble
causes and many other things that Somalilanders accomplished against
all odds. Consequently, they arrest, inflate and instigate in the name
of a cheap patriotism while using political clichés such as wining the
hearts and minds of Somalilanders and sexual imagery "ina rayale
dhabta ku fadhiya". As we all know, sexual imagery has a profound,
though often subliminal influence on people's political senses. The
phallus becomes the central political object. The quintessential
question is: who is doing whom? I suppose, yesterday's feeble
collaborators are on the receiving end. For this NSS regime, politics
is a swing joint where political debauchery are the rule of the game.
History teaches us that such political adventurism go hardly
unpunished by the tides of upheaval. If Somalilanders do not select
their next president wisely, they will suffer again to remove the
cloak-and-dagger boys from power. They just cannot afford to feel
wistful about the democratic perks they're giving up.

Somaliland is not yet out of the woods

Seventeen long years have gone since Somaliland reclaimed its
independence from the defunct Somali state that used to govern what
was collectively known as Somali Democratic Republic whose capital was
Mogadishu, a city razed to the ground by the murderous alliance of
Abdillahi Yusuf's tribal militia and his godfather, Meles Zenawi, the
butcher from Addis Ababa, once nurtured in the same city.

Apart from its early years, Somaliland has experienced a relative calm
and peaceful co-existence between all its residents regardless of
their background and political/tribal allegiances. A lot have been
achieved over the years, including off course the partial
democratization process that took root in most of Somaliland
institutions (The house of elders, Guurti, has yet to be
democratised). My intention here is not to highlight the numerous
achievements the country has made over the years as that is obvious to
all of us, but to underline the pitfall and dangers that are still
lurking around us, which could easily derail the progress of the last
17 years.

Since the hotly disputed and acrimonious presidential election in 2003
between Mr. Rayaale, the incumbent, and Mr. Silaanyo, the main
opposition leader in which the former has just won by the thinnest of
margins (80 votes), a new phenomenon has crept into the Somaliland
political system. The mutual understanding and political compromises
that served us well and gave us nicknames such as "Africa's best kept
secret" has made way to a downright tribalism, intolerances, vicious
political opportunism and above all a proliferation of clannish
Sultans, Akils, Kings, Ugases, etc.
Every clan and sub clan has more of this group than ever before.
Sultans and Akalis of yesteryears were peacekeepers, not politicians
unlike their counterparts today. The sheer number of this lot alone
has created confusion and mistrust, and at times they seem be running
out of position in their constituencies/clans. In Somaliland today, a
simple incident can bring about masses of people into the streets of
our main cities and towns such as the one we have just witnessed in
Dumbuluq, Hargeisa which resulted in unnecessary death and damage to
properties. This incident could have been avoided had cool heads
prevailed on the parties in conflict, especially the government.

In the latter years of Rayaale's government, Somaliland is stumbling
on one incident after another. It is apparent that a large section of
our community, from east to west, has lost faith in this government to
the extent that a trivial thing can continue unresolved for a long
spell, hence hindering any progress the country could have made. The
whole government programme of 2007 was lost because the executive and
the legislative branches had locked their horns for more than eight
months on issues they could have resolved easily should both parties
have had the guts and the will to do so. Suspicions and mistrusts have
shrouded all Somaliland institutions to a degree that the country is
being grinded to a near standstill. Nothing is acceptable to this
government. Even the mediation committee set up by it and headed by
the prominent Hadrawi has failed to resolve the gaping differences
between this hapless government and the uncompromising legislative
body.

As far as this government is concerned, nothing is wrong in Somaliland
so long as we have peace. There in nothing wrong with this notion as
peace is the most important element in peoples lives, but to sustain
peace the government should not only show pragmatism and good faith in
dealing with the opposition and other stakeholders (something not
associated often with this government), but to create opportunities
for the thousands of youngsters who graduated from our recently
established universities and schools, even if this means carrying a
big begging bowel for their sake.
We cannot continue saying "let us keep the peace" while thousands of
youngsters are staring hopelessness and despair in the eye. Where is
the Somali notion of "Nabad iyo Caano", peace and prosperity? Peace
should give dividends to the community at large, not the ruling lot
and their close associates. Despite our relative peace and
tranquility, we are not faring better than our war-plagued brethren in
Southern Somalia when it comes to people, especially youngsters,
bracing themselves for the unknown in the high seas in search of
better lives. Awdal, the home region of Rayaale and mine, has lost a
large number of its brightest youngsters to the horrors of high seas
because the future is bleak in Somaliland.

One might ask who is to blame for this unfortunate and sorrow saga
that we found ourselves in the midst. Well, the answer to this
question is obvious. The blame lies squarely at government's doorsteps
because it has the ultimate responsibility of running the country. To
prolong its reign and dodge the wish of the electorate, our government
has often chosen the path of confrontation over the path of compromise
by extending its reign without due justification to the dismay of
many. Despite recent agreements, my gut feeling is that it might yet
extend its term again on the pretext of "keeping peace". This
government has reneged on almost every agreement they have reached
with the opposition, often with the blind support of its biggest ally,
the un-elected house of elders, better known as Guurti.

This government is also marred by corruption, inefficiency and
confrontation. It spent most of its term arguing with the opposition
and any other group you can think of instead of going ahead with its
development programmes. Somaliland people want to see a government
taking actions and talking less, i.e. a government that walks the
walk, not a government that talks the talk. Furthermore, this
government has contempt for the press, the only group who can
influence the public. Good governments use the national press to
greater effects. Instead, this government sees the press as evil and
public enemy number one. By anyone's book, such a government does not
deserve to see the light of day, let alone continue in office.

Conventional wisdom tells us that if governments stay in power for far
too long, they become complacent and take things for granted.
Somaliland government is an example of this. In Somaliland, we have a
government that blames all the ills of the nation on the opposition.
We all know that the opposition does not run the country, the
government does. We also know that good governments take justifiable
blames on the chin when things go bear-shaped, and sometimes do the
hounorable thing: make way for others to govern. We have made some
progress in Somaliland, but that progress may be undone by our
stubborn government. We are not yet out of the woods.
